iPhone Internet?

Is there a way to buy an iPhone with just the internet plan ( no phone or anything)? I don't use my phone that much and I was just wondering if it was possible to buy just internet without that like 70$ a month. If it is possible how do you do it? Do you just go to an AT&T store? I have an iPod Touch but I want something where I can get internet EVERYWHERE. Not just wi-fi hotspots. As I already said, I already have an iPod Touch
