A question about iphone touch! HELP!?

Im planning to get ang iphone, but the reason I wanted to get one is because I NEED THE INTERNET CONNECTION (wifi). So im like, why get an iphone, when I can get the itouch, and its cheaper and I can still go online, ryt? But the question is, iphone has all this 1.14 or something versions and whatever. What does jailbreaking mean? I mean, i just need the internet connection but Im not sure if the itouch can be as advanced as the iphone's internet options. HELP! I know i sound stupid but i really need to know. Cause i dont want to spend so much for an iphone if the itouch is capable of it too,. I mean, can I upgrade a common itouch bought at target/walmart to a 1.14 version? Is that posible? Or am i talking about senseless things? Educate me please :)
